Town Planning

In India, we have main four states that have their own township policy are – Maharashtra, Karnataka, Gujarat and Rajasthan, 2007 drafted by the Urban Development and Urban Housing Department, Government of Gujarat. The other states reviewed the existing township policies and edited according to their own needs to form a policy which puts an emphasis on sustainable town development. The whole township policies of all the states clearly state that the government does not want to be a single provider to develop sustainable town but it wanted to act as a facilitator and it should be developed by the private real estate sector, market initiatives. Some important rules need to be followed while developing a sustainable town and different states have their respective policies pertaining to the provisions of township infrastructure. Considering the location of the project as Rajasthan.
The government of Rajasthan following provisions has to be in accordance with the township planning such as- (i) the land should be contiguous. The new scheme should be considered in such areas where the road, water supply, power line, sewerage and various infrastructure facilities can be extended without financial burden on the concerned local body & other government agencies. (ii) The developer shall apply for land conversion under section 90B of the Rajasthan Land Revenue Act, 1956, change in land use & approval of layout plan in the prescribed formats under the guidelines issued by the Department circular dated 25-02-2009 or as may be issued in future. (iii) Applicant should have registered title documents or registered power of attorney or registered development agreement in his favor. (iii) No person will engage himself for sale of agricultural land in the form of plots for non-agricultural purpose, for example, residential, commercial, industrial, institutional, without obtaining the required permission of concerned local body in the form of patta/lease deed/ allotment letter/sale permission/approval of layout plan, etc. (iv) No water or power
connection shall be released by the concerned agency/department for such areas/scheme which have not been approved by the concerned local body.
The whole concept of township planning is that it should satisfy each and every requirement of the society such as for housing, commercial and employment facilities as well as educational facilities and everything is based on the idea of neighborhood planning which is in trend from past few years. Originally this whole process is based on American concept which believed that we are planning everything for a society and not just for the sake of dwelling.
